The investment cost of coal power generation is compensated💰 through the 'General Cost Compensation Principle', and coal power plants are operated first according to the fuel cost market rules🏭.

In particular, although the production cost of coal power generation has increased due to environmental regulations and deteriorating competitiveness, the investment cost is adequately compensated under the current power market. Attorney Park Ji-hye argued that the burden of these additional costs would eventually be borne by the people, and that the root of the problem, the 'general cost compensation principle', should be discarded and the social costs of power generation sources should be reflected and a complete electricity market system should be implemented."
